Canada Mortgage and Housing Corporation (CMHC)

CMHC is the Government of Canada's National Housing Agency, with a mandate to help Canadians gain access to a wide choice of quality, affordable homes. It is a Crown Corporation, with a Board of Directors, reporting to Parliament through the Minister of Human Resources and Social Development and Minister Responsible for Canada Mortgage and Housing Corporation, the Honourable Monte Solberg. CMHC has more than 2,000 people located at its National Office in Ottawa, and at various Business Service Centers throughout Canada. The Business Service Areas are divided into five regions: Atlantic; Quebec; Ontario; British Columbia; and Prairies and Territories.

CMHC's contracting and procurement activities are decentralized. Under the Financial Administration Act, as a Crown Corporation, CMHC is not mandated to comply with the federal government Treasury Board of Canada Contracting Policy or national and international trade agreements. CMHC procurement policies, however, have been developed to reflect the spirit and the intent of Treasury Board contracting policy and the Trade Agreements.

Policies and objectives of CMHC have been developed in keeping with CMHC's corporate vision to be a world class leader in housing. As a Crown Corporation, CMHC offers a unique blend of public service and private enterprise where our procurement objectives are to:

  • satisfy operational requirements while complying with Corporate Procurement Policy
  • obtain best value
  • enhance competition
  • implement specific federal government national objectives
  • safeguard the environment through "Green" Procurement, and
  • ensure effective project management in all acquisitions

How we buy

Services, Goods and Construction - Below $ 5,000: Acquisition card, call-ups against Standing Offers and single source procurement. Quotations are obtained, where feasible, through a competitive process.

Services, Goods and Construction - Between $ 5,000 - $ 25,000: Obtained through call-ups against CMHC or PWGSC Standing Offers; RFP or RFQ from Supply Arrangement; or MDV (Medium Dollar Value) single source; or Limited tender 1: Solicitation sent to at least 2 suppliers; or public tender placed on MERX.

Goods - Greater than $ 25,000: Call-ups against CMHC or PWGSC Standing Offers; RFP or RFQ from Supply Arrangement; or public tender placed on MERX.

Services $ 25,000 - $ 50,000: Call-ups against CMHC or PWGSC Standing Offers; or Limited tender 2: Solicitation sent to at least 5 suppliers; RFP or RFQ from Supply Arrangement; or public tender placed on MERX.

Services - Greater than $ 50,000: Call-ups against CMHC or PWGSC Standing Offers; RFP or RFQ from Supply Arrangement; or public tender placed on MERX.

Construction - Between $ 25,000 - $ 100,000: Limited tender 2: Solicitation sent to at least 5 suppliers; or RFQ from Supply Arrangement; or public tender placed on MERX.

Construction - Greater than $ 100,000: Public tender placed on MERX.
